 The Classic era or early Romantic scores themselves were not improvised upon - agreed. The performers improvised on other material. Even Bruckner was noted for his organ improvisations but of course they weren't based on his symphonies or even choral works. Performers typically would insert their improvs as basically intermezzi. So HIP of late Baroque or Classic-early Romantic scores wouldn't necessarily include those kind of improvisations. However it was expected that star soloists would add their own input during the concert. Audiences expected to be "entertained"  until the later apotheosis of the composer and his "faithful interpreters".
