If you either target exactly the frequencies and amplitudes you're after, or you just happen to get lucky, the "right" silicone can be very effective.  My tonearm uses lots (not my design...), and I have used machinery that employed "dash-pots" and directly-applied silicone to very good effect.  However, I am talking about "liquid", not the "solid" stuff.  The silicone "glue" sticks stuff pretty well, and it is a good hi-temp insulator, but I don't use it for "damping".
